The proposal must be submitted and sent in PDF format to Cathy Brubaker-Clarke at [email protected]. Include in the subject line, “Response to Muskegon Heights CFFMC RFP – COMPANY NAME”. To be considered responsible and responsive, proposals must be received by October 2, 2024, 3:00 p.m. Please limit file sizes to 5mb or less. Bidder’s failure to submit a proposal as required may result in being deemed nonresponsive. The CFFMC reserves the right to extend the deadline for submissions of responses.
RESPONSIBILITIES OF PROJECT PRIME PROFESSIONAL:
The Project Prime Professional is responsible for all services of the contract including development of design drawings, and managing bidding processes and overseeing the preconstruction, construction, and post-construction phases, as well as project reporting, and compliance The Project Prime Professional is responsible for permit owner occupancy at the earliest possible dates and to assure that the project costs will remain within the project budget. The construction management services shall include but are not necessarily limited to developing design documents, cost estimating, coordinating design modifications, supporting community assess community priorities regarding design modifications, assembling contract bidding documents, promoting bid opportunities to veteran, women, and minority owned businesses, taking bids, compliance with competitive bid requirements, and entering into contracts for all required construction phase services. Responsibilities also include the supervision of trade construction contractors in the performance of their contracts assuring efficient use of materials to provide quality construction at the lowest responsive, responsible cost in accordance with the architectural/engineering contract documents, drawings and specifications with owner approved modifications.
PROJECT DETAILS:
The CFFMC received Spark grant funding administered by the Council of Michigan Foundations through a partnership with the Michigan Department of Natural Resources to enhance recreation opportunities at Muskegon Heights Rowan Park 2800 Maffett St., Muskegon Heights MI. The CFFMC is partnering with the City of Muskegon Heights (City) and Greater Muskegon Economic Development (GMED) to provide oversight and grant management of the project.
DESCRIPTION OF PROJECT:
The Splash Pad phase includes:
- Site prep (turf and shrub removal, topsoil stripping, tree removal, miscellaneous demo and removal)
- Utility systems (storm manholes & catch basins, storm piping, sanitary sewer, water, pedestrian-scaled lighting, power supply, and panel)
- Grading and earthwork, hardscape improvements (sidewalk, special paving)
- Splash Pad equipment and installation
- Site furnishings (picnic tables, site benches/seawall, miscellaneous site furnishing allowance)
- Two barrier-free public bathrooms
- Landscaping (lawn restoration, rain garden, trees).
The Community Foundation for Muskegon County reserves the right to reject any or all proposals, to waive any defects or irregularities in the proposals, and to accept any proposal which is deemed most advantageous to the CFFMC interests. The successful bidder will be required to furnish satisfactory performance, labor and materials bonds, maintenance and guarantee bonds, and insurance certificates.

Q: “In our review of the RFP our team was curious at the construction budget of this project. Are you able to share that information?”
A: “Please refer to the “Subrecipient Grant Agreement with the Council of Michigan Foundations”, Exhibit C, “CMF DNR Spark Grant Program Detailed Budget”. This is the preliminary (conceptual) budget that includes $335,000 for “Total Construction”. It will be up to the Project Prime Professional to provide a more detailed budget (not to exceed the grant amount of $948,800). The final budget will be determined after all segments of the project are bid out.”
